Project Introduction

Kitchen waste refers to the waste generated during the processing, consumption, feeding, and consumption of food in restaurants, hotels, unit canteens, slaughterhouses, farms, food processing plants, households, etc., including leftovers, expired food, leftovers, waste materials, waste oil, and gutter oil.
In recent years, there has been a phenomenon in various parts of society where "gutter oil" extracted from kitchen waste has returned to the dining table through illegal channels, posing serious food safety hazards. The public has strongly expressed this and caused widespread concern in society. In order to effectively solve the problem of "gutter oil" returning to kitchens and restaurants, as early as 2010, the General Office of the State Council issued the "Opinions on Strengthening the Rectification of gutter oil and the Management of Kitchen Waste", proposing to "pilot projects in cities or municipalities directly under the central government that have the conditions for carrying out resource utilization and harmless treatment of kitchen waste." In July 2011, Weifang City relied on Weifang Jinxinda Biochemical Co., Ltd, After provincial selection and national review and approval, our company has become the only representative of Shandong Province in the first batch of national pilot cities (excluding cities specifically designated in the plan), and has also approved the "Implementation Plan for the Pilot Work of Resource Utilization and Harmless Treatment of Food and Kitchen Waste in Weifang City". Our company is the supporting unit for the pilot city project. In October 2012, according to the opinions of the executive meeting of the municipal government, the Weifang Municipal Bureau was authorized to sign the "Weifang Kitchen Waste Resource Utilization and Harmless Treatment Project (BOO) Franchise Agreement" with Jinxinda Company, authorizing our company to collect all kitchen waste in the Weifang area for resource utilization and harmless treatment. In order to implement the franchise policy, the People's Government of Weifang City and the People's Government of Shandong Province have successively issued government orders, namely "Weifang City People's Government Order No. 88" and "Shandong Province People's Government Order No. 274", and introduced the "Management Measures for Food and Kitchen Waste".

The project of resource utilization and harmless treatment of 200 tons of kitchen waste per day was completed at the end of 2013. In 2014, various performance indicators were tested, and special trial production procedures for safety, environmental protection, fire protection, and quality inspection were completed. After several months of normal operation, start declaring for commercial trial operation. On January 7, 2015, Vice Mayor Xia Fangchen of Weifang City organized leaders from relevant departments directly under the city, including the Municipal Bureau, as well as leaders in charge of the central urban area, to hold a coordination and promotion meeting for the disposal of food and kitchen waste in Weifang City in Jinxinda. The meeting announced the resource utilization and harmless treatment project for 200 tons of food and kitchen waste per day, which will be put into commercial trial operation starting from New Year's Day.

In order to cooperate with the government to promote waste classification, make good preparations for the collection and treatment of kitchen waste. According to the requirements of the municipal government, Jinxinda has invested more than 100 million yuan in the construction of the 800 ton/day food waste treatment project (Phase II), including a 400 ton kitchen waste treatment production line, since 2018. The project is based on national regulations and adopts the  advanced international technology, and will be completed in August 2020. Weifang City will become a national demonstration from a national pilot.
